 Introduction to MUCR Standards

Mauritius Carbon Registry (MUCR) is the first STEM-oriented carbon registry in Mauritius, providing trusted services in carbon markets and carbon credit issuance.


We are dedicated to offering private STEM-focused companies and organisations the opportunity to issue, hold, and trade carbon credits through our platform. STEM projects are those that rely heavily on science, technology, engineering, and mathematics in their design and implementation. These may include, but are not limited to, solar farms, wind energy projects, electric vehicle charging infrastructure, water purification systems, waste management facilities, and blue carbon initiatives such as mangrove and seagrass restoration.


To ensure integrity, MUCR applies the latest and most rigorous international standards for the issuance of reliable, high-quality carbon credits. All project developers, verification and validation bodies, and auditors engaged with MUCR must comply with the guidelines set out in ISO 14064 (parts 1–3). This framework provides a comprehensive basis for quantifying, monitoring, reporting, and verifying greenhouse gas emissions and removals, thereby guaranteeing credibility and confidence in every credit issued.


ISO 14064 

The ISO 14064 is a series of standards and guidelines developed by the International Organization for Standardization (ISO) that provides a precise framework for businesses:

 

  • Seeking to quantify, monitor and report their greenhouse gas (GHG) emissions
  • Seeking to develop Carbon Projects
  • Seeking to act as a Verifying or Validating body


The ISO 14064 standard consists of three parts:


ISO 14064-1: Specifies the principles and requirements at an organization level for quantifying and reporting of greenhouse gas (GHG) emissions and removals. It includes requirements for the design, development, management, reporting and verification of an organization's GHG inventory.


ISO 14064-2: Offers guidance at the project level for quantification, monitoring, and reporting of greenhouse gas emissions reductions or removal enhancements: Part 2 focuses on GHG projects, providing guidance on how to quantify and report GHG emission reductions or removal enhancements achieved through specific projects or activities. This standard is useful for organizations implementing projects aimed at reducing their carbon footprint or offsetting their emissions.


ISO 14064-3: Offers guidance for the validation and verification of greenhouse gas assertions: Part 3 establishes the requirements and guidance for the validation and verification of GHG assertions. It outlines the principles, procedures, and competencies required for independent third-party entities to assess and provide assurance on the accuracy and reliability of GHG inventories and project-level emissions reductions or removals.


MUCR is dedicated to introduce new standards to compliment the framework offered by the ISO standards in order to offer a more robust, reliable and efficient operation of the registry.
